South Surrey Interchange Owner's Engineer

Overview
In early 1998, the Ministry of Transportation and Highways identified the South Surrey Interchange as a suitable project to reactivate the design/build process for the Ministry.
The Province identified further opportunities to reduce funding requirements by including approximately 20 acres of land as part of the compensation to the successful Proponent. The project then became the Province's first design/build/develop project.
As soon as the Province had executed an Agreement with the City of Surrey, the Ministry solicited proposals from the consulting engineering industry for the position of Owner's Engineer. The Ministry selected Binnie to act as Owner's Engineer through the procurement stage of the project.
The work involved providing support to the Ministry's Project Director, Terry Walton, P.Eng., in coordinating the involvement of Ministry staff representing a full range of disciplines - environment, geotechnical, materials, structural, traffic, traffic management, design, construction, quality management, safety, landscape and public relations.
Binnie provided a supporting and coordinating role for the Ministry in the following functions:

The project value was about $10 million, a substantial proportion of the funding being provided from the lands made available. The project was completed in late 1999.
The design/build/develop approach proved successful in delivering new infrastructure through innovative approaches, which minimized public capital investment. The process has since been adopted on several other Provincial infrastructure improvement projects.
