In August 2002, SNC-Lavalin retained Binnie to provide support services to the Owner's Engineer Team and organization. SNC Lavalin had been retained by the Ministry of Transportation to provide Owner's Engineer services to the Province for the Sea to Sky Highway improvement initiative in advance of the 2010 Winter Olympic Games.
This assignment included providing engineering surveys, developing design criteria, investigating and preparing preliminary design options, evaluating design proposals and administering design contracts. This included design quality audit and coordination of the consultant design teams.
Binnie also provided a senior engineering member of the Owner's Engineer Team who assisted with project scope and development of design criteria, review of sub-consultant's work and engineering management.
