In March 2004, the City of Abbotsford retained Binnie to provide overall project management for the City during the construction of the Mt. Lehman Interchange on Highway 1 and associated adjacent municipal infrastructure. This $22.5 million project was partnered with the Ministry of Transportation. The City was responsible for project delivery under a Project Agreement. McElhanney Consulting Services Ltd. Undertook design and construction management.
The existing interchange was experiencing extreme traffic congestion during peak hours, including traffic queuing back onto Highway 1 traveled lanes in the afternoon. The objectives of the assignment were to provide expert project management services and manage all aspects of the project on behalf of the City of Abbotsford. This included managing the key issues of budget and schedule control, and managing public information. The project scope also had to be carefully managed and controlled. Another important issue was to ensure that construction impacts were minimized for roadway users and adjacent landowners/occupiers. Constructability, construction staging and cost-effectiveness had to be balanced with minimizing traffic disruption. Construction techniques also had to pay attention to managing other community impacts such as noise and dust suppression.
