Hwy 1 - Hilltop to Balmoral

Binnie was retained by the Ministry of Transportation and Infrastructure in 2008 to complete the Functional and Detailed Design of a 4.9 km long stretch of the Trans Canada Highway (TCH). The project site is located just east of Sorrento in a suburban setting with private property development on both sides of the highway. The project provided significant improvements to the existing highway alignment and the highway was widened to a 4-lane expressway template.

The improvements were made in challenging terrain with steep topography and large rock cuts. The design process included examining several different strategies for frontage roads, access management, interchanges and at-grade intersections. Functional designs were prepared for highway upgrades and two interchanges. Public information sessions and extensive community consultation was done during the preparation of the design. The preferred option was selected balancing the Ministry's project objectives within the ultimate corridor configuration, budgetary constraints and local community requirements.

Binnie was responsible for preparing suggested Construction Staging Plan drawings for use as reference documents. A traffic review was conducted to ensure that the project can be constructed in an efficient manner while maintaining an acceptable Level of Service (LOS) for the traffic on the TCH and on the local roads. 

Binnie was also responsible for completing the survey and building the DTM, prior to detailed design.
