Russ Baker Way HOV/HPV/Transit Lane
The City of Richmond, in partnership with TransLink and YVR, retained Binnie to carry out a Functional Design and Traffic Operational Analysis of a northbound HOV/HPV/Transit lane on Russ Baker Way from the No. 2 Road Bridge to the Arthur Laing Bridge approach.The goal of the project was to improve mobility and reliability for transit and airport users. The proposed facility will also encourage carpooling to help reduce the demand on Russ Baker Way during the peak periods.
The design team collected existing traffic volume, travel time and occupancy data to prepare the study. Based on the data acquired, the existing and horizon year traffic operations were analyzed in order to evaluate the performance of the proposed HOV/HPV/Transit lane. A Functional Design was subsequently prepared including a construction cost estimate and an annual operating costs/benefits analysis. Recommendations were also made on the appropriate traffic control measures and enforcement strategies to ensure the legitimate use of the proposed facility. Binnie met with the stakeholders regularly to ensure the design effectively addressed their concerns.
