South Island Highway 19A - Detailed Design
City of Campbell River initiated the South Island Highway 19A upgrade project between Hilchey and Forberg Roads for the improvement of road and infrastructure. It was funded through grants and stimulus packages, partially Building Canada Fund (BCF-CC), with matching funding from other levels of government.
The conceptual plans for the highway upgrade from Jubilee to 1st Avenue were developed by Lanarc Consulting Ltd. in 2005. The preliminary design was performed by Binnie. The detailed design (Hilchey Road to 1551 South Island Highway) was completed by a team of three consulting firms: Binnie (Qualicum), McElhanney Consulting Services Ltd. (Campbell River), and Highland Engineering (Campbell River).
The design included a careful assessment of the potential impacts of the work on the natural environment and meets the federal and provincial requirements. To be compliant with the DFO guidelines for no foreshore erosion and no structures visible from the foreshore, the design includes three submerged storm drainage outlet chambers that exfiltrate runoff under the foreshore.
The preliminary design included: engineering services for topographic survey; assembly of the base plan; preparation of horizontal and vertical alignments for replacement water, storm, and sanitary sewer; the roadway horizontal alignments; typical sections and landscaping for 6 km.
For the detailed design phase, the project was scaled back in response to available funding, and Binnie received the contract for the detailed design of the roadworks, storm sewer, lighting, retaining structures, environmental design, foreshore study and landscaping.
